In mid-2026, a property development project called Marina Bay City — marketed as a large-scale coastal resort development in Sekotong, West Lombok — became the subject of multiple criminal reports filed with the Bali Regional Police (Polda Bali). This article summarises what has been confirmed by official sources, what remains under investigation, and what has been disputed by the parties involved.

What Has Been Officially Confirmed

The following facts have been confirmed by Indonesian government agencies or verified through official records.

No building permits were issued. West Lombok's DPMPTSP (investment and permitting office) confirmed on 3 June 2026 that no Building Approval (PBG) had been issued for the Marina Bay City project. The PUPR office separately confirmed the same. Construction had proceeded without the required permits.

Structures were demolished. Following the permit findings, three resort structures on the Pantai Pengantap site were demolished by authorities.

Marina Bay City was not registered as an official NTB investor. The NTB Provincial Government confirmed that the development company was not recorded through official provincial investment mechanisms (DPMPTSP NTB, 3 June 2026).

Criminal reports were filed. On 3–4 June 2026, approximately 30 Australian nationals filed a criminal report with Polda Bali's Cyber Directorate (case number LP/B/590/IV/2026/SPKT/POLDA BALI). The reported parties named in the filing are: PT Bali Real Estate Investment, PT Marina Bay Investment, Jamie McIntyre, Adrian James Campbell, and Christina Natalia. Reported losses total approximately AUD 7.37 million (roughly Rp 86.5 billion).

Polda Bali confirmed the case is under investigation. Cyber Directorate Chief Kombes Pol. Aszhari Kurniawan stated on 4 June 2026: "The case is currently in the investigation stage." No suspects had been formally designated as of that date.

The NTB Provincial Government has deferred to law enforcement. Communications Head Ahsanul Halik stated: "Because this case has entered the legal domain and is being handled by Polda Bali, the NTB Provincial Government has fully handed over the process to law enforcement."

Jamie McIntyre has a prior regulatory record in Australia. In October 2016, the Australian Federal Court declared five land-banking schemes operated by Jamie and Dennis McIntyre to be unlawful unregistered managed investment schemes. The Court disqualified both from managing corporations and prohibited them from providing financial services for 10 years each (ASIC v McIntyre [2016] FCA 1276). Justice Bromwich stated in his judgment: "It is apparent that both Mr Jamie McIntyre and Mr Dennis McIntyre are, at the very least, completely financially incompetent… each of them will be a menace to the investing public."

Fund Flow: What the Evidence Shows

Fifty signed transfer receipts, independently audited and submitted as evidence in Denpasar District Court proceedings, document AUD 5.748 million transferred into McIntyre's Indonesian operating accounts in connection with the Marina Bay City development.

The Hendarman Law Firm's press conference on 6 June 2026 confirmed that the combined account balances of PT Bali Real Estate Investments and PT Marina Bay Investment were approximately Rp 5 million (less than USD 10,000) when examined. Raden Suharsanto Raharjo of the Hendarman Law Firm stated: "There is a strong indication that funds were used personally by Jamie McIntyre as former Director."

Solvere Law Office's Raymont Travis confirmed on 2 June 2026 that his team had submitted evidence to Polda Bali related to alleged fund flows to accounts in several countries, including through Azure Wave Enterprises, a company registered in St Kitts and Nevis, co-owned by McIntyre and Christina Natalia. The Australian Federal Police's Operation Firestorm was confirmed as cooperating with Polda Bali on tracing McIntyre's financial transactions.

McIntyre's legal representative, I Komang Ari Sumartawan of Bali Legal Partnership, stated at a press conference on 5 June 2026 that McIntyre's companies received approximately AUD 3 million, not AUD 10 million as claimed by investors. He stated: "If the total investor funds were around AUD 10 million, while our client received around AUD 3 million, then it is necessary to trace where the remaining funds went and who controlled their receipt." He also maintained that the project was still progressing and that permitting was being coordinated with West Lombok authorities.

Disputed Claims and Ongoing Allegations

The following points are disputed between the parties or have not been independently confirmed by official sources as of the date of this article.

Land classification. Investors' legal representative Solvere Law Office submitted evidence to Polda Bali suggesting the Pantai Pengantap site may be classified as LP2B (protected agricultural land under Presidential Regulation No. 4 of 2026). Balinetizen reported this as an allegation requiring further verification. Lombok Report noted: "LP2B classification must be verified… it is an allegation at this stage, not a confirmed finding."

Total investor losses. Raymont Travis stated that total losses are "almost certainly significantly higher" than the documented Rp 86.5 billion. This has not been independently verified.

Adrian Campbell's role and liability. Adrian Campbell and his company Kinnara Asia have separately filed criminal reports against McIntyre (November 2025 and January 2026), alleging misappropriation of funds. Campbell's legal team stated in December 2025 that Kinnara was responsible for the project's location selection, branding, master plan, marketing, and sales framework, and that Kinnara held a 50% stake in PT Marina Bay Group. Campbell is simultaneously named as a reported party in the investors' June 2026 filing. The question of each party's financial responsibility is a central subject of the Polda Bali investigation.

Status as of August 2026

The Polda Bali investigation is ongoing. No suspects have been formally designated. The Australian Federal Police's Operation Firestorm is cooperating on international fund flow tracing. ASIC and AUSTRAC have been cited in connection with the case. The NTB Provincial Government is awaiting the outcome of law enforcement proceedings.
